Japan funds wastewater treatment project in Yen Xa, Hanoi

The signing ceremony of minute of discussion between Hanoi’s People Committee and JICA on the loan for Yen Xa water treatment system project took place on January 18. Attending the ceremony were Deputy Chairman of Hanoi’s People Committee Nguyen Van Khoi; Mr. Tatematsu, Director of Southeast Asian Division 3 of JICA and representatives from the city’s departments.

The project aims at construction of Yen Xa-based wastewater treatment plant and collecting system on large scale to improve Hanoi’s environment. This is one of the most important projects of Hanoi that have been put on the list of priorities for Japan’s ODA funds in the period of 2012-2013 (Phase 3) by the Vietnamese Government and Ministry of Planning and Investment.

The Yen Xa treatment facility will be built in Thanh Liet commune, Thanh Tri district occupying an area of 13 hectares. The plant with capacity of 270,000 m3/day will serve 900,000 residents in seven districts including Ba Dinh, Dong Da, Thanh Xuan, Tu Liem, Thanh Tri, Hoang Mai and Tay Ho. The total investment capital is JPY 66.7 billion, including JPY 56.1 billion of ODA fund and JPY 10.6 billion from the budget of Hanoi’s side.

Speaking at the event, Deputy Chairman Khoi, on behalf of Hanoi’s leaders, thanked Japanese government and JICA for their ODA for Hanoi, especially regarding environment infrastructure projects in recent years.

Mr. Shingo Tatematsu, representative of JICA, said that the ceremony aims to define the parts of the project. This is an important project for the improvement of To Lich River. The application of Japanese modern technology is expected to help to increase the capacity of the project.

As planned, loan agreement will be signed in March 2013; selection of advisers will be conducted from May 2013 to April 2014, the implementation of 4 package deals starts from May 2014 to September 2016, followed by the stage of bidding and execution. The project is expected to finish by 2020.
